IBARAKI (TR) – Ibaraki Prefectural Police have arrested a 22-year-old man for allegedly hitting an elementary faculty woman with a steel pipe in a park within the city of Ami.
At round 3:30 p.m. on October 13, Kotaro Nagai, of no identified occupation, allegedly used the pipe to strike the top of the second-year elementary faculty woman, aged 8, as she performed with a pal, stories NHK (Oct. 14).
